Introducing an EAP (Employee Assistance Program)

Mental illness leads to particularly long absences: in Germany in 2025, a sick note for this reason lasted 34 days on average, and by days of absence mental illness ranked second among all disease groups (DAK Psychreport 2026). At the same time, very few affected employees seek professional support on their own initiative – out of shame, uncertainty, or because the path to a specialist is too long. An Employee Assistance Program closes exactly this gap.

What sets an EAP apart from an occupational physician?

An EAP is not a medical service but a low-threshold counseling offer: anonymous, quickly accessible, and broader in scope than classic occupational-physician services. Employees can get counseling by phone, video, or chat – for personal crises, addiction issues, family strain, debt, or workplace conflicts. Initial counseling is available immediately and is anonymous. This noticeably lowers the barrier to reaching out.

How do companies roll out an EAP effectively?

The most common wasted investment: introducing the EAP and then not communicating it. Employees only use what they know about. Regular reminders – in the newsletter, at the health day, from managers –, clear information about anonymity, and a simple access number are decisive. EAP providers supply communication materials for this; there is no need to develop them in-house. Offers like this strengthen the individual. Where strain arises in the workplace itself only becomes visible through the psychosocial risk assessment – in Germany a legal duty for every employer.

How do you put the measure in place?

  1. 1
Select an EAP provider: check 24/7 availability, anonymity, qualified counselling and, if needed, multilingual support
  2. 2
Clarify the scope of services: number of counselling sessions, topics (work-related and personal), availability, family members if applicable
  3. 3
Set up the contract and data protection: the employer never learns who uses the service
  4. 4
Name an internal contact person for organisational questions (not for counselling content)
  5. 5
Present the offer clearly and in a trustworthy way: free of charge, anonymous, 24/7, for work-related and personal topics
  6. 6
Make the ways to access it visible: phone number, app, website – keep them permanently on a card/intranet
  7. 7
Stress anonymity several times – it is the precondition for the service actually being used
  8. 8
Keep the access information permanently present (onboarding of new employees, regular reminders)
  9. 9
Remind people specifically during stressful phases (reorganisation, crises, high workload)
  10. 10
Train managers to mention the offer sensitively – without asking who uses it
  11. 11
Evaluate only aggregated, anonymous usage statistics from the provider (case numbers, topic clusters)
  12. 12
Check awareness in the team: does everyone know the service exists?
  13. 13
Adjust the contract and scope of services if needed

Tax and health insurance: what is possible

Employer health benefits can be tax-free under § 3 no. 34 of the German Income Tax Act (EStG) up to €600 per employee per year — if they are provided in addition to the salary already owed and are either certified (§ 20 SGB V) or implemented within the company's health promotion process. Gym memberships and corporate fitness are not covered. For ZPP-certified courses (e.g. from Upfit), German statutory health insurers can reimburse all or part of the course fee to their insured members — then only the amount exceeding that reimbursement is tax-free. Projects within the company can be funded under § 20b SGB V, with no entitlement. Only your tax adviser can confirm the tax exemption.
